"Waterway Security User Fee Underway"

SNND began collecting Security User Fees March 15, 2009
On December 9, 2008 the Sabine-Neches Navigation District Board of Commissioners approved the Security Service Fee Ordinance. The Ordinance, as well as a copy of the intergovernmental agreement between SNND and Jefferson County are available upon request. On January 12, 2009, the Commissioner's Court of Jefferson County certified the 2008-2009 budget for the JCSO Marine Division, in accordance with the intergovernmental agreement. On February 25, 2009 SNND placed Public Notice of the ordinance commencement in local newspapers and post the ordinance Public Notice at the Jefferson County Court House.

In general, the Security Service Fees are assessed on all waterborne tonnage (US short tons) inbound and outbound to SNWW facilities. The first payment of 2009 security service fees were accounted for beginning January 1, 2009 through February 28, 2009; and were paid on March 15, 2009. Subsequent payments will be counted from the 1st of each month to the end of each month, and payable on the following 15th. For example: Tonnage counted from March 1, 2009 - March 31, 2009 will be paid by April 15, 2009. April tonnage will be counted from April 1, 2009 - April 30, 2009 and paid on May 15, 2009... and so on.

SNND will provide download access to the Waterway Security Service Fee Reporting Form as well as the Interlocal Agreement between SNND and Jefferson County concerning waterway security. The fee payment schedule and terminal qualifications for payment, annual user fee rate changes, etc. are addressed in the Security User Fee Ordinance. Additionally the fee reporting form provides instructions on fee calculations as well as fee rates and submittal procedures.

Facilities are required to respond via email, facsimile, or U.S. Mail with the physical address you wish to place on file as the contact address for all Security Service Fee correspondence.
