PLACEMENT AREA 5 LEVEE CONSTRUCTION REHAB PROJECT
Sealed lump sum BIDS will be received by the Board of Commissioners of the Sabine Neches Navigation District of Jefferson County, Texas at the Sabine Neches Navigation District Office, 2348 Hwy 69 North, Nederland, Texas 77627 until 2:00 p.m. Local Time on August 30, 2010 for Placement Area 5 Levee Construction Rehab Project in Cameron Parish, Louisiana, for the Sabine Neches Navigation District, at which time the BIDS will be opened publicly and read aloud. BIDS received after 2:00 p.m. will be returned unopened.

Each BID must be submitted in a sealed envelope, addressed to Mr. Randall Reese, General Manager at Sabine Neches Navigation District, P.O. Drawer 778, Nederland, Texas 77627. Each sealed envelope containing a BID must be plainly marked on the outside as BID for Placement Area 5 Levee Construction Rehab Project and the envelope should bear on the outside the name of the BIDDER, his address, and his license number (if applicable). If forwarded by overnight or express mail, the sealed envelope containing the BID must be enclosed in another envelope addressed to Mr. Reese, Sabine Neches Navigation District, 2348 Hwy 69 North, Nederland, Texas 77627. For purposes of express mail forms, the District’s telephone number is (409) 729-4588. BIDS received by telefacsimile will not be accepted.

A mandatory pre-bid conference and site visit will be held at the Sabine Neches Navigation District Office, 2348 Hwy 69 North, Nederland, Texas 77627 at 10:00 a.m. Local Time on August 18, 2010. Attendance at the pre-bid conference and site visit is a prerequisite to a bidder being awarded the bid. Bidders should contact Larry Fountain, Sabine-Neches Navigation District, at (409) 729- 4588 to arrange site visit to view proposed work.

Each BID must include a BID BOND equal to five percent (5%) of the amount of the BID. BID BONDS of unsuccessful BIDDERS will be returned.

Project includes, but is not necessarily limited to, the following items in accordance with the TECHNICAL SPECIFICATIONS and PROJECT DRAWINGS

 Perform site preparation and excavation as needed
 Mobilization and Demobilization
 Dewatering Activities
 Perimeter levee construction
 Training levee construction
 Drop Outlet structures

The BID documents may be examined without charge at the Sabine Neches Navigation District's address listed above during normal working hours. Copies of the BID CD may be obtained after 8:00 a.m., August 9, 2010 at the offices of the Sabine Neches Navigation District upon receipt of a non-refundable copy fee of $25.00 for each CD in the form of a money order or
cashier's check made payable to the Sabine Neches Navigation District. BID CD will be sent to BIDDERS via overnight delivery upon request and receipt of non-refundable copy fee plus shipping costs. BIDDERS should contact the Sabine Neches Navigation District at (409) 729- 4588 to arrange for overnight delivery of BID CD.

In accordance with Texas State law, including Local Government Code Chapter 176, each BIDDER MUST COMPLETE AND SUBMIT WITH THEIR BID A COPY OF THE VENDOR’S CONFLICT OF INTEREST QUESTIONNAIRE CONTAINED IN EXHIBIT “O”.

The OWNER reserves the right to reject any or all BIDS and to waive formalities in BIDDING. In case of ambiguity or lack of clearness in stating the price in any BID, the OWNER reserves the right to consider the most advantageous BID thereof, or reject the BID.
